He doesn't want to play for the organization. No idea what happened...it festered last season. No starts this year after 29 his first two years. 7 receptions after 4 games this season.

Fiat justitia ruat caelum. Noli timere. Laus Deo.
where did it say he doesn't want to play for us?
because he's a good receiver and 4 games this season doesn't offset what he's done in years past. he also needs to be thrown to.
the desire to sell low and buy high is one of the reasons we are a team that is looking at 15 Yrs of ineffectiveness. We actually have a team with talent and depth. that's what's going to sustain the team through 16 games. and if it doesn't a lot of the blame is going to fall at the feet of the coaches.

i want the bills to have a great winning season just once in the digital age so that threads like these go away.

Harvin is on a one year deal, Woods is back to being our #2 wideout in less then 6 months.

Me too. But that doesn't answer the question.
We drafted a very promising 2013 #2 pick, #41 overall, who justifies that pick with 29 starts since selected, and over his first two years snagged 105 passes and 8 touchdowns, and now in his 3rd season has no starts and shows 7 catches after 4 games?
Something smells...

they brough in a real TE, they added percy harvin. They have a decent run game through 4 weeks (last game not withstanding, they can run). And they have a qb who can run.
so they have more options.
nothing smells.

So why not peddle him? Harvin, Clay, not targeting him, his displeasure last season, the non-starts, the few catches this season, etc.? According to this pap site, PHI entertained him during the trade:

What we have now - regardless of assigning motives - is a #2 who put up decent numbers in his first 2 seasons and is seemingly on the persona grata list.
That doesn't make you scratch your bean and wonder why?
Harvin is a Rex guy. Woods is not.
Lehner's history. He just doesn't know it yet.
i would rather have woods running patterns than demarius moore when the injuries pile on. We have a good receiving corp. after 4 games, there have been some good games. no one has had to carry the team.
After 4 games, sammy is useless. aftr 4 games, having felton makes no sense. AFter 4 games, our expensive dl is useless.
At this point, it requires the coaches to see what they are not using and find ways to make it work better. it is not about gutting the team with moving players who you think have underperformed.
With injured receivers, why the haste?
smoking paint thinner again? woods is an excellent receiver. when sammy isnt nursing another boo boo they have arguably the best top three in the league. why in the world would you want to move woods unless you have to or got great value ie. a probowl tackle?
once the bills oline gels (and the entire team stops shooting themselves in the penis) they could have one of the most dynamic offenses in the league

We could do a lot worse than Robert Woods as our 3rd WR. The guys after him are Chris Hogan and Marcus "All I do is STs" Easley. This guy is great depth and a good starter in case one of the top 2 dudes has to sit.
Of the many things worthy of critique this team has I'm not sure Robert Woods is one.
