Nah, they just take appearance over quality. Under Ralph, they consistently had one of the lowest paid coaching staffs in the league and routinely went into the season well under the salary cap. They'd occasionally pay a dude like Mario Williams or sign a name like TO to get fan interest up without actually spending to improve the team. Under Pegula, paying isn't a problem but they still value attention and the bottom dollar over quality. Exhibit A: Rex Ryan. Decisions are made with marketing and the bottom dollar coming first and winning coming second.

I would tend to think at the time and under the circumstances (new owner with deep pockets, best dline in the league and top 4 defense already in place, only a QB and one or two olinemen away from the playoffs) we could have had our pick of the litter.
