Rivers is an interesting project, he was a producing machine at Youngstown State collecting 173 tackles, 56.5 TFL, 41 sacks, and 48 QB Hurries in his career.
His combine was a little mixed:

Rivers athleticism is clear both in his measurements and on tape, my concern with him was always his size. He's a little light in the behind and he has shorter arms. However, his bench number is really impressive and that tells me that he has the ability to over come his length limitations and add some weight. As a 3rd or 4th Round option he would be ideal, but he could go as early as Round 2.

If McDermott's plan is to go with a west coast offense, IMO Peterman would be the best pick to run it. In the WCO a QB has to be accurate, be able to throw with anticipation and go through progressions. Peterman's strengths include all three of those attributes, while the Bills current QB struggles in all three. I don't think Peterman will last past the 2nd round, I'm all for the Bills using their 2nd pick to grab him. Let Peterman sit a year learn the offense and speed of the game and start him in 2018.
