Seems right.
Why commit $13 million next season to a guy recovering from surgery. If he plays well franchise him for $15 or sign him long term. If he doesn't play well we dodge a $13 million bullet.

This doesn't mean they are moving on from him entirely; the means they just are not exercising the 5th year option that will pay him $13 million, and that's smart. I would expect they will sign him to an extension if his foot is good. This is a smart approach.
