Yes, it's pretty much been disabled.
You can give (and get) rep, but the 'progress bar' is basically meaningless.

Can you re-enable it for me? I don't see many users with the same setting.
I don't think cranking it back up is going to happen.

It's not possible. The scale icon is removed.
There is no scale icon...it's a star (or asterisk).
None are available. Guessing because it doesn't show any icons when it's set to zero power.

Craziness... I don't know why you're not seeing all the options.
I sent your screenshot along to Dr L, along with the request to dive deeper into the settings. He's at work right now... but he said as soon as he can - he'll log in.
