There's 5 steps.

1- must be symptom free.
2- light aerobic exercises. Test to make sure no symptoms
3- medium intensity. Check
4- full intensity activities with no contact. Check for symptoms.
5- cleared for contact.

Takes at least a few days.

However, I don't know if there's independent people doing the steps.

The Seahawks were fined 6 figures a few years ago for non compliance.
