Williams is all too familiar with the Bills from his time in the AFC East with the Miami Dolphins. In 2019, he even had six catches for 82 yards against Buffalo in a 31-21 Bills win.
As for Ateman, he was a seventh-round pick by the then-Oakland Raiders in 2018. He played in 19 games across four seasons with the team, catching 20 passes for 270 yards and a touchdown during that span. He played in the XFL with the St. Louis Battlehawks this past season.
Why? They already have camp bodies.
Williams had a great performance in a pre-season game a few seasons back. Looked like an all-pro.

Special teams? In any event it’s hard to go wrong with a last name that literally means Bills.
Buffalo has some receivers who are short to average in height. Deonte Harty is 5'6." Diggs is 6.' Khalil Shakir is 6.' Trent Sherfield is 6' 1." There is another scrub or two in that size range. However, it seems like the Bills are making a concerted effort to find a receiver or receivers to fill a depth role that have lots of size. These guys are now on the roster: Dezmon Patton is 6'4" and weighs 225. Terrell Shavers is 6'4" and weighs 211 (though some sources have reported he's 6'6"). Justin Shorter is 6'4" and weighs 223. That's four receivers who measure 6'4." Of course, Buffalo also drafted Dalton Kincaid as a TE. Because he was drafted in round one, it's reasonable to assume he's going to be on the field a lot, and when he is, it won't be as a blocker, at least not very often. Kincaid's presence means Quintin Morris's role on the offense is going to almost disappear. Morris is a couple inches shorter. I don't know that the Bills have ever had as many big receivers on the roster in training camp. I tells me they want to be able at times to put receivers on the field with size and physicality in a way that they have not been able to do in the past. Couple that with a couple of running backs with size and power (Damien Harris and Latavious Murray) and I see a concerted effort by the Bills to be able, when circumstances or conditions call for it, to be a whole lot more physical on offense. Of course, they still have the capacity strike fast and deep. Specifically, I think it is all part of the Bills' strategy to be able to penetrate deeper into the playoffs when they face tougher teams and more difficult weather.
I've made up my mind. Don't confuse me with the facts.
