    If Simonton is activated,

If Simonton is activated, the Bills have to make room for him by cutting someone. Tough choice, they are down to one RB as of now, if they do bring him up that means once Henry and Morris and WM are healthy, they would have four RB's not to mention Gash and Crosby when he returns. Since WM is on the PUP list, in order activate him, I believe The Bills will have to cut someone else at that point as well.

While Burns and Crosby are mainly special teams, the Bills will have to take away from another position now and then down the road. Unless they decide to wait until next year for WM.

Can someone be activated without penalty when placing a player on IR? Crosby might be put on on IR with a cracked fibula.

If Crosby is put on IR, then his spot can be filled, however he wouldn't be able to play the rest of the year. He is good on special teams, I really don't think the Bills would want to lose him if they don't have to.
