Now how do RFA work? Can you only put up a RFA if his contract is up or can you designate one already under contract to try and lower his salary?

Say when you sign a FA to a 3 year deal. Say their salaries were 3, 3.6 and 5.4. If you re-sign them the following salaries will be next in the progression correct?

once they are under contract they are under contract. RFA is only for guys whose contract is up.

that is correct. when you sign them to a second contract it is an extention of the first contract.
