How about having a separate committee up in the booth rather than having the official looking through the stupid camera monitor thingy?
The committee can then (if they need to) flip through a damn rules book if they had to too!
People make mistakes, look at hockey. They don't review missed penalties, just goals.
If we allow the officials to replay every questionable call, the game will get longer. Look at the first year of replays.
One thing to do is to have referee's responsible for their blown calls, and have the mistakes come out of their paychecks. That will make them keep a closer eye on the game.

Pass Interference is the most severe of all penaltys in a game and I have no problem with it being reviewed. Pass Interference penalties can consume 50% a football field where a personal foul only consumes 15% of a field. Since there is many bad PI calls and it can drastically influence an outcome of a game I am all for PI calls being reviewed.
Just make PI be 15 yards max like in college.
No b/c then a guy could get burned and just hammer the WR 40 yards down the field and it only costs the team 15 yards instead of 40.
